Can a subsidiary proprietor ( lot owner)  attend a council meeting of a Management Corporation (MCST)?

The Strata  Act in Western Australia (WA) which is called Community Titles Act 2018 is silent on whether a lot owner could attend a council meeting of the strata scheme.

Why would WA deprive their stakeholders,the  lot  owners from attending council meetings? WA has about 325,000 strata properties  spread over 73,000 strata schemes. About 83% of the strata schemes comprised 4  lots or  less among them. The  WA legislation provides the Council the ability to conduct business, adjourn and otherwise regulate their meetings as they think fit, with the provision of convening a meeting with 7 days notice upon request from a member. If an owner were wanting to attend a specific meeting to present an issue then he can apply to the council to be invited to the meeting.

There are about 4,000 strata schemes with 370,000 strata condo units in Singapore. Para 5 of the 2nd Schedule of our Building Maintenance & Strata Management Act (BMSMA) has an explicit provision that allows a subsidiary proprietor (lot  owner) of the MCST of a strata development to attend a council meeting. But that subsidiary proprietor  may not address the meeting unless with the permission of the Council. There is no requirement to write nor ask Council for permission to attend a council meeting. This provision makes a council meeting transparent to stakeholders like subsidiary proprietors.
