For swimming facilities in strata developments, the law only made provision for pool construction and the maintenance of water quality. When it comes to pool safety, the issue is left entirely to the MCST to address. In 2017, it was reported that the National Water Safety Council did call on all condominiums and clubs to hire lifeguards for their swimming pools. This recommendation drew mixed reactions. While subsidiary proprietors welcomed the recommendation for lifeguards in private pools, they were concerned with the additional cost that MCSTs would incur to hire them. Some were concerned that the job of a life guard in a condominium may be boring, resulting in frequent turnover. Others felt that there may not be adequate lifeguards in Singapore if all condominiums were to hire one while some others felt that parents should exercise greater supervision at the swimming pools and not leave their children unattended.
